Many members of parliament are uncomfortable even with their own government's anti-obesitystrategy,since it involves a “sugar tax”and a ban on the sale of energy drinks to under-16s.Bans and taxescan be blunt instruments,but their harshest critics can rarely suggest better methods.These critics justoppose regulation itself.

The future population will be older than today, and this in turn will change the patterns
of social demands. However, Mexico will still be far from the "aging societies" that will most likely prevail (占优势 ) in the industrialized countries. Some people believe that international sport creates goodwill between the nations and that
if countries play games together they will learn to live together. Others say that the opposite is true: that international contests encourage false national pride and lead to misunderstanding and hatred. There is probably some truth in both arguments, but in recent years the Olympic games have done little to support the view that sports encourages international brotherhood. An appeal jury debated the matter for four and a half hours before announcing that the result would stand. The American players then voted not to receive the silver medals.

Incidents of this kind will continue as long as sport is played competitively rather than for the love of the game. The suggestion that athletes should compete as individuals, or in non-national teams, might be too much to hope for. But in the present organization of the Olympics there is far too much that encourages aggressive patriotism.

Present pension structures no longer work. They were established in a more youthful period
with relatively few older people who were often poor and iii, and generally spent only a short time in retirement. In rich countries today, older people are often well-off and in good health, and are spending around 20 years in retirement. Therefore there is the need for reform.

This survey has presented the arguments for more private funding and for fairer pensions. Such changes will create motives for individuals to take charge of their own retirement needs rather than leaving the task to the state. This, in turn, will make the provision of public pensions more afford- able.

Even so, the state will continue to play a leading role in pensions. At a minimum, governments must offer a safety net, probably in the form. of a defined benefit financed through taxation, for people who for some reason have not been able to provide for themselves and who would otherwise be miserable in old age. More broadly, there is a case for the state to offer a slimmed-down pay-as-you-go pension system, although as far as possible this should be organized along defined-contributions lines. Such provision widens the range of assets to include human capital because the effective return comes from total wages, and offers a safe if low return.

Governments also have to create a suitable framework for effective private pensions. Administrative(行政的)expenses have to be tightly controlled, and appropriate tax motives have

to be offered to encourage voluntary pension saving. Where the state provides a generous safety net, private-pension saving may have to be made mandatory(强制的) , otherwise many people will not bother.

So much for the developed countries, but what of the more youthful populations of tile rest of the world? In 1994, the World Bank came down heavily in favor of more funding in private accounts. Nevertheless, studies show that when individuals work alone under similar conditions, performance tends to proceed more efficiently than it does in groups.

Under special circumstances, however, a group may solve problems more effectively than does a reason ably competent individual. Group members may contribute different (and essential) resources to a solution that no individual can readily achieve alone; such pooling of information and skills can make group achievements superior in dealing with selected problems. Sometimes social demands may require group agreement on a single alternative, as in formulating national economic or military policies under democratic governments. When only one among several alternative solutions is correct, even if a group requires more time, it has a higher probability of identifying the right one than does an individual alone.
